Senator Kahn Introduces JLCAR Resolution, Seeks to Preserve Local Control of School Curriculum

CONCORD - Today, the New Hampshire Senate accepted the introduction of a resolution from the Joint Legislative Committee on Administrative Rules (JLCAR) that prohibits the board of education from adopting Ed 1400, also known as Learn Everywhere. The program, created by the Sununu administration, would have allowed the State Board of Education to approve alternative curriculum towards graduation requirements, stripping that power from local school authorities. The resolution, presented to the Senate by Senate Education Committee Chair and JLCAR member Jay Kahn (D-Keene), was adopted in a 15 to 8 vote.
After the vote, Senator Jay Kahn (D-Keene) issued the following statement:
“The legislature today reinforced the principle that local control over curriculum can’t be usurped by Board of Education rules. We recognize that students acquire knowledge in lots of ways, but schools retain local control over what learning counts towards graduation credit. Neither Governor Sununu, Commissioner Edelblut nor the State Board of Education can take that away with legislative authorization. I look forward to working with my colleagues in the Senate and House to adopt clarifying legislation to assure student opportunity and local control over alternative learning curriculum.”
