Senator Fuller Clark Introduces Sustainable Funding Solution for LCHIP

CONCORD - Today, Senator Martha Fuller Clark (D-Portsmouth) introduced SB 493-FN-A to the Senate Energy and Natural Resources Committee. The bill increases the register of deeds recording fee from $25 to $35 and comes in response to the increased funding needs of the Land and Community Heritage Investment Program (LCHIP). The language of SB 493-FN-A mirrors that of SB 74 which was vetoed by Governor Sununu in 2019.

After the hearing, prime sponsor Senator Martha Fuller Clark (D-Portsmouth) issued the following statement:

“It has been clear this session that preserving New Hampshire’s historical and natural beauty is a bipartisan priority. The increased demand for grant funding through the Land and Community Heritage Investment Program (LCHIP) as well as the growing costs of preserving lands and investing in our historical sites and properties necessitates the need for a sustainable increased funding source. While the increase to the fee may be small, the impact on the LCHIP program’s ability to provide assistance to communities and non-profit organizations throughout the state is significant. I thank my colleagues in the Senate for their collaboration as we work together towards the continued success of LCHIP.”
